The problem
Most Microsoft Azure estates are built before they are governed. Workloads land first, and identity, network, and policy guardrails get retrofitted later - once drift, public exposure, and over-permissioned access have already accumulated. Retrofitting governance onto a live estate is slow, risky, and never quite complete.
